The proprietors of California City were enumerated by Luke Johnson on September 19, 1850. Those listed where in the southwest part of what would become Mills County. As settlers were enumerated, Old Agency and then Bethlehem were recorded.

Elijah and Catherine were the adoptive parents of Eunice Pease Quimby who was the wife of Andrew Jackson Stewart. The family came west with the Joel Edmunds Company in 1852

Andrew J. Stewart was a proprietor of California City. His family left in 1850 in the Justus Morse Company for the Salt Lake Valley. At the outset, the company chose him to be a counselor to Captain Morse on June 19, 1850.
